A Path to U.S. Permanent Residency

The EB-3 Visa is a U.S. green card for professionals, skilled workers, and certain unskilled workers.

The U.S. created EB-3 to fill essential roles where there is a shortage of qualified American workers.

USCIS divides EB-3 into three groups:

• Skilled Workers – At least 2 years of training or work experience.
• Professionals – Bachelor’s degree (or foreign equivalent).
• Other Workers (Unskilled) – Jobs requiring less than 2 years of training or experience

Proof of Eligibility

Applicants must prove their qualifications through documentation.

This ensures that EB-3 visas go only to workers with real skills and job offers.

Evidence (examples USCIS accepts):

• Job offer from a U.S. employer
• Proof of bachelor’s degree (for professionals)
• Certificates, licenses, or training records (for skilled workers)
• Evidence of ability to perform unskilled work (for “other workers”)
• Approved Labor Certification (PERM) from the U.S. Department of Labor

Labor Certification (PERM)

Labor Certification is required for all EB-3 applicants.

This ensures the job could not be filled by a qualified U.S. worker.

• Employer must advertise the job
• Employer must prove no available, willing, or qualified U.S. worker accepted the role
• Only then can the foreign worker apply under EB-3
